Transparency and Citizen Participation in Governance

Abstract

Transparency and citizen participation are closely connected elements of democratic and accountable governance. Transparency enables citizens to access information about public decisions, policies, budgets, and institutional performance, while participation provides opportunities to contribute to public decision-making and hold authorities accountable. In India, constitutional principles, the Right to Information framework, local self-government, public consultations, social audits, elections, and digital governance provide channels through which citizens can engage with public institutions. This paper examines nine major dimensions of transparency and citizen participation in governance, including access to information, public consultation, accountability, digital governance, local participation, social audits, inclusive participation, challenges, and future prospects.
